Biokontroll Hungária Kht. is a public benefit company, which was established by Biokultúra Egyesület (Bioculture Association) in 1996 to inspect organic farming. Biokultúra itself, which has developed to a federation in the meantime operating as the umbrella organisation of organic agricultural associations - focuses now on organising marketing, training, publishing books and informing consumers in Hungary's dynamic organic sector. Biokontroll's home is on the banks of the river Danube in Budapest. Biokontroll was granted IFOAM Accredited in February 2004.
Biokontroll works within Hungarian law 140/1999 which governs organic agriculture in the country besides Council Regulation (EEC) No. 2092/91. The organisation is the main certification organisation in Hungary. Biokontroll is recognised by the Hungarian Ministry of Agriculture and Rural Development, competent authority in accordance with the EU Regulation, and their sole aim is 'to certify the products of suppliers according to the conditions defined by law, ensuring fair market competition and ensuring trust between producers and customers'.
An Executive Director is appointed by the management of Biokultúra and in turn appoints a stakeholder Board made up of farmers, processors, traders, consumers, a researcher and a representative from civic society. The Board oversee the objectivity and development of the organisation. Biokontroll has set up a new stakeholder Certification Committee in 2003, which takes responsibility over the certification decisions which are day-to-day made by the staff evaluators. Inspections are made by regionally based inspectors and are managed by a centrally based Inspection Manager.
Biokontroll have around 1900 certified operators throughout Hungary producing a wide range of both raw materials and some processed goods. Grains, fruit, vegetables, honey, meat products and a wide range of wild harvest plants are available and the operator base covers large and small companies in both private and public sector.
The scope of the Biokontroll certification programme covers crop production, livestock, wild harvest,
aquaculture. processing and handling and certification transference. Biokontroll is currently active in Hungary but have previously worked in Romania assisting in the development of a local certification organisation.
