Food Certification & Development Center - China
The Organic Food Development and Certification Center China (OFDC) evolved out of the Rural Ecological Division of the Nanjing Institute of Environmental Science (NIES), State Environmental Protection Administration in 1994. OFDC drew up the first Organic Food Labelling Regulations and was actively involved in drafting the National Standards for Organic Products and the Rule on Management of Organic Certification for the government.
In February 2003, OFDC signed an Accreditation Contract and a Seal Agreement with IFOAM and has recently been granted ISOIEC65 accreditation by the IOAS.
In addition to handling applications for certification and monitoring the use of its logo, OFDC provides technical support to governmental departments in pushing further development of the organic movement within China, and endeavours to promote and establish cooperative relations with counterparts abroad.
Structurally, OFDC is a non-profit institution affiliated to NIES. To comply with the requirement of stakeholder involvement, NIES has set up an Advisory Board to ensure impartiality of operation and to supervise policies, principles, contents and operation of the certification system.
The Advisory Board advises OFDC in developing policies and principles relevant to functioning of the certification programme, and guides and supervises OFDC in conducting certification in line with the stipulations of the national standard and other related foreign standards for organic certification.
OFDC operators specialise in more than 20 categories of products including vegetables, soybeans, rice and tea etc. Processing operations, input manufacturers and livestock farms are developing rapidly these years.
OFDC cooperates with several foreign certifiers, such as OCIA and JONA, providing services in China.
As an IFOAM-accredited certifying agency, OFDC operates one certification programme covering crops, livestock, wild products, processing and input manufacturing and grower groups. Its certification of aquaculture and fibre processing, however, are not included in their IFOAM-accredited scope. OFDC
were awarded accreditation ISO/IEC 65 with scope of their own OFDC
standards, EEC Regulation 2092/91 and the China National Standards.
