Proposal for a New European Regulation on Organic Production

On March 24, 2014 the European Commission published a legislative proposal for regulation on organic production and labelling that will replace (EC) 834/2007. The new regulation is planned to come into force in July 2017.

The proposal, which still has to go through various consultations, contains some important changes including:

  • Greater restriction on retrospective conversion
  • Pesticide residue decertification threshold
  • Increased risk based inspection such that low risk operations may be inspected less than annually
  • Phasing out of equivalence regime for control bodies by 2018 and moving to a compliance only system
  • Maintenance of third country equivalence with requirement that supervision of control bodies must be performed by accreditation bodies who are signatories to the IAF MLA
  • Requirement that accreditation bodies supervising control bodies in other third countries must be signatories to the IAF MLA.
